Is it bad that I’m more surprised that the shop actually did any kind of inspection at all? Pretty sure the extent of my last Texas vehicle inspection was the guy looking at the thing for 15 seconds and asking me if the seat belts worked.
Really hope the owner pulls through.

Yeah, the Texas safety inspection is a joke. I think they get the car up to 10mph and then confirm they can stop it, then check the lights and sea t belts.
I think El Paso has emissions testing though, so he could easily fail that if his check engine light is on.

I was really getting worried about him, but I’m now at the point where 50% of me thinks he’s just a very elaborate (maybe pathological) guy with a wild imagination. In my world, nobody would get away with half the stuff he does -- or his boss.

He did it again? I hope he does too. He seems like a good person, who has trouble putting things into perspective. I don't think customer service is the right line of work for him, that's for sure.

The Texas safety inspection is pretty basic: lights, seat belts, no cracked windshield, brakes/parking brake and some tread on the tires. El Paso is one of the Texas counties that also has an emissions inspection. Either sniffer on old cars or an OBD-II scan on 96+. A check engine light or unset readiness indicators from a fresh ECU reset will fail. You also have to present proof of current insurance.
The safety inspection, in El Paso at least, is something that there are plenty of places that will pass anything with some extra money thrown the shop’s way. There isn’t a good way to cheat the emissions test, but the common remedy is to either buy some easily available fake stickers, fake temp tags or just drive the car unregistered. The latter option is only a problem if you get pulled over, and the odds of getting stopped for just expired stickers is very low. The former options are actually pretty stupid, because I recall the consequences for fake stickers is a bigger deal than a small ticket for no registration.

Thats about the same as Delaware's. Pull into the garage at the DOT office, drive out in 10 minutes or less if there's no line. Downside is there's only like 3 inspection sites for the whole state and they keep old school banker's hours.

In Texas it is a function delegated to private shops that want to apply for the certification, so there are thousands of places to get an inspection in Texas.

That would be way better. If you're going to have a half assed inspection, might as well make it convenient. Being able to leave a car overnight and pick it up later instead of having to go during business hours would be nice.
